Kevin Lee, Youth Advocate was unable to attend the meeting due
to a back injury.
Approval of Minutes from February 11, 2004.
Lorraine Gagne made a motion to accept the
minutes of February 11, 2004. Jay
Swanson seconded the motion. Voted
unanimously.
Approval of Meeting Notes from March 10,
2004. Lorraine
Gagne made a motion to accept the meeting notes from March 10, 2004.
Jay Swanson seconded the motion. Voted
unanimously.
Old Business:
Update on Dartmouthyouth.com:

Due to Kevin’s absence, his report will be given at the next
scheduled meeting.
Report from Kevin, Valerie and Tony regarding the status
of corporate mailing list for Alvin Glaser Memorial Family Assistance Trust
Fund.

Due to the absence of Kevin, Valerie and Tony, a report will be
given at the next scheduled meeting.
Old Business from the floor:

There was no old business at this time.
Youth Advocate’s Report:
·
Gale Schultz informed Commissioners that Kevin reported to her
that the Girl Power Group had their last meeting today.
All feedback from the girls attending and their parents was very
positive.

Review Budget Accounts:
·
Alison Bellora made a motion to accept the Youth Commission
general fund budget reports for January 2004, February 2004, March 2004, and
April 2004. Jay Swanson seconded
the motion. Voted
unanimously.
·
Jay Swanson made a motion to accept the Alvin Glaser Memorial
Family Assistance Trust Fund budget reports for January 2004, February 2004,
March 2004 and April 2004. Alison
Bellora seconded the motion. Voted
unanimously.
·
Alison Bellora made a motion to accept the Youth Commission gift
account reports for January 2004, February 2004, March 2004 and April 2004.
Jay Swanson seconded the motion. Voted
unanimously.
·
Lorraine Gagne made a motion to accept the Youth Commission Web
site gift account budget accounts for January 2004, February 2004, March 2004
and April 2004. Jay Swanson
seconded the motion. Voted
unanimously.
Discuss Youth Advocate’s contract negotiations:
- Gale Schultz noted that we need a copy
of Kevin Lee’s most recent Contract Agreement.
- Ms. Schultz reported that Michael
Gagne, Executive Administrator, is waiting to hear from the MMA to set up a
date when they can meet with Kevin to review his job description.
- Gale, Jay, Alison and Lorraine reviewed
Kevin’s job description. Jay
noted that Kevin’s job description needs to be updated. Under the heading of Essential Functions, Web
site work should be added.
- Under the heading of Recommended
Minimum Qualifications no changes needed.
- At the next scheduled meeting,
Kevin’s job description will be reviewed again by absent Commissioners who
may have additional suggestions.
- Ms. Gagne asked if anyone knew how many
other towns in Massachusetts have a Youth Advocate.
Gale Schultz said she would try to get an answer to this question.

New Business from the floor:
- Gale stated that Kevin was unable to
attend the recent Department Head Meeting because of a scheduling conflict.
Kevin was informed that it was discussed that the Youth Commission
give a 15 percent decrease in their budget.
- Gale Schultz made reference to a letter
sent to the Youth Commission from Detective Jane Brooks from the Dartmouth
Police Department. Detective
Brooks would like to be considered to fill a vacancy on the Youth
Commission.
Jay Swanson stated
that he has meet Jane through the work she does as Dartmouth’s School Resource
Officer. He spoke very highly of
her and stated that she has the student’s respect and does a great job at the
High School.
- Commissioners
also reviewed a letter of recommendation from Lieutenant Ken Cotta for
Detective Brooks.
- The
Commissioners also reviewed a letter of resignation dated March 18, 2004
from Commissioner Bonnie Escobar.
- Gale
Schultz requested that after the next scheduled meeting an attendance sheet
be prepared for Commissioners.
- The
next meeting of the Dartmouth Youth Commission is scheduled for May 12, 2004
in Room 314 of the Dartmouth Town Hall at 7:00 p.m.
- Jay
Swanson made a motion to adjourn the meeting. Lorraine Gagne seconded the motion.
Voted unanimously at 8:00 p.m.
